摘要
加快转变经济发展方式,推动产业结构升级,是我国未来经济发展的方向,而高校的横向科研项目直接服务于企业,对产业转型升级具有重要的作用。文章运用态势分析法(SWOT)对基于产业转型升级的高校横向科研项目发展的优势、劣势、机会和威胁进行了深入的分析,并在此基础上从宣传高校优势、引入激励机制、加强项目监管、建立科研攻关团队、与企业建立长期合作关系等方面对横向科研项目的管理提出对策,以期在新的经济发展形势下,为高校横向科研项目的发展提供参考。
Speeding up the transformation of economic development mode and promoting the upgrading of industrial structure is direction of China＇s future economic development. Horizontal projects of universities, which directly serve the enterprise, have an important role in industrial restructuring and upgrading. The strengths, weaknesses, opportunities and risks of university horizontal projects development were analyzed based on industrial transformation and upgrading by SWOT analysis. Based on this, countermeasures and suggestions for the management of university horizontal projects were put forward, such as publicizing advantages of universities, introducing incentive mechanism, strengthening monitor of programs, constructing science and technology key task team, setting up long term cooperation with enterprises. This will provide reference for the development of horizontal projects of universities in the new economic development mode.
