摘要
针对资源枯竭地区矿产资源整合形式化问题,采用实证研究和理论分析的方法,指出了资源枯竭地区存在矿产资源整合中政府占主导、矿产资源开发利用率低、矿山环境遗留问题严重的弊病,提出以市场为主导推进矿产资源整合、注重矿产资源开发利用及合理设置矿山企业的退出制度三项法律对策。
In view of the formality of mineral resources integration in resource-exhausted regions,empirical research and theoretical analyses were carried out for this study.Findings reveal problems of government domination,low rate of development and utilization of mineral resources and unsettled mine environment difficulties.Three legal countermeasures are offered in market-oriented integration of mineral resources,focus on development and utilization of mineral resources and setting up reasonable exit system of mining enterprises.
