摘要
安全是民航运输的永恒主题。对终端区空域系统的运行进行安全评估,可以掌握其安全水平。指标体系的建立是安全评估的基础和前提,论文根据我国当前终端区空域系统运行特点,结合空管系统、航空公司系统、机场系统,对影响系统运行安全的主要因素进行分析、归纳、总结,建立了安全评估指标体系,并基于层次分析法及区间估计理论对指标体系进行优化,剔除了对系统影响较小的弱权重指标。该体系的建立有助于系统的管理者和使用者发现安全隐患,并制订相应措施,从而提高整个系统运行的安全。
Security is the eternal theme of civil aviation transportation. Assessing the operational securi- ty of terminal area airspace system can show its operation security level. The establishment of the index sys- tem is the basis and prerequisite for security assessment. According to current operation characteristics of Chinese terminal area airspace system, the air traffic management system, airline system and airport system, and other main influencing factors are analyzed and summarized to establish the index system. Analytic hier- archy process and interval estimation method are used together to optimize the index system by excluding the weak index which has less impact on the whole system. The establishment of the system enables managers and users to discover the hidden safety trouble and formulate corresponding measures so as to improve the operation security of the whole system.
