摘要
美国是医院使用电子病历非常低的国家。本文根据美国国家卫生研究院国立医学图书馆有关电子病历的研究报道,对美国调查的医院应用电子病历情况以及应用低的原因进行分析。结果表明,美国医院应用电子病历低的主要原因是购买设备经费不足,投资回报不确定,维护费用太贵,医生不愿意应用,信息管理人员不够以及担心病人隐私泄露等。从对美国医院电子病历低应用率原因分析中国医院电子病历发展存在的障碍,并提出中国医院电子病历发展的相应的对策。必须从国家层面上增加投入支持电子病历发展,制定详细的的HER系统的信息标准,组织信息系统方面专家、医学专家、疾病分类方面专家等来完善电子病历系统的发展并借鉴美国等发达国家电子病历发展的经验和教训。为我国决策者建立医院电子病历系统提供参考资料。
In American, the application rate of electronic medical records is very low. Through the research and report of the electronic medical records from the library of American National Health Research Center, this article analyzed the application situation of electronic medical records and its reason of low cost. The result showed the reasons were many aspects, such as had no enough fund to buy equipment, uncertain repayment, high maintain costs, doctors unwilling to use, had no enough information management staff and afraid of the leakage of the patients information and so on. With the low application rate in American, we analyzed the obstacles existing in the development of electronic medical records in China, and also put forward relevant countermeasures. We should increase the input to support the development of electronic medical records, formulate detailed information rules of HER system, organise re- lated experts of information, medical knowledge and diseases classification so as to promote the development of electronic medical records, and take examples by the experience and lessons of American. Thus provide reference materials for the designers of the es- tablishment of hospital electronic medical records system.
