摘要
土地托管专业合作社是山东省农村近几年新兴的基层经济组织,在各地区提高土地利用效率的实践中发挥了正向效应,成效明显。以山东省嘉祥县鸿运富民土地托管专业合作社为例,描述了其成立背景和发展过程,其采取的土地"半托"、"全托"以及"入股"等三种运作模式,提高农业生产效益,带动农民增收,增加农田基础设施建设。当前土地托管合作社仍面临"连片经营"困难、资金技术和人才缺乏等问题,提出应尊重农民意愿、提高政府扶持力度以及规范合作社运行机制等对策建议。
Based on a case of typical land trust cooperative named Hongyun Fumin in Jiaxiang County, Shandong Province, we described the cooperative＇s founding background and developing process, and introduced its＂ three kinds of business modes and the performances, such as improving the agricultural efficiency and the income of farmers, etc. Finally, we attempted to find some potential questions like the shortage of capital, technology and qualified personnel in the cooperative＇s growing process, and put forward some advice, such as the respect of farmer＇s will, increasing the government＇s support, and specifying the cooperative mechanism.
