摘要
本文在梳理农村基本经营制度形成及其内涵的基础上,分析了改革之初保留土地集体所有和"统一经营"的原因,探讨了农业家庭经营的优越性。当前,我国农村基本经营制度还存在一些缺陷,一方面农村土地制度难以满足农业发展的需要,另一方面集体经济组织"统"的职能发挥不够。随着工业化和城镇化的推进、土地承包经营权"长久不变"的提出,以及农民土地流转需求的日益强烈,必须进一步完善农村基本经营制度。本文还对当前影响农村基本经营制度稳定的几个重大问题进行了讨论。
On the basis of reviewing the Basic Rural Operation System＇s（BROS） forma- tion and its connotation, this paper analyzes the cause of retaining the collective owner- ship of rural land and the uniform management after China＇s rural reform, and demon- strates the advantages of family-run agriculture. However, the research indicates that the BROS has two main defects. On the first hand, rural land system is increasingly dif- ficult to meet the needs of the development of agriculture. On the other hand, the col- lective economic organizations couldn＇t play their role adequately for unified manage- ment. With the development of industrialization and urbanization, the proposition of contractual right ＂statjing unchange＂ and the strong households demand of transferring their lands, the BROS must be further improved. It＇s urgent for scholars and policymakers to debate on some important issues which may impact the stability of the BROS.
