摘要
黄河"水少、沙多,水沙关系不协调"的特点,决定了治黄工作的复杂性、长期性和艰巨性,黄河治理开发与保护面临诸多问题需要解决。《黄河流域综合规划(2012—2030年)》以科学发展观为指导,秉持治河为民、人水和谐的理念,明确了2020年、2030年治黄的任务、目标,制定了一系列控制性指标和"红线",谋划了治黄的总体部署,描绘了新时期治黄事业发展的美好蓝图。《规划》是今后一个时期黄河治理开发保护与管理的纲领性文件,要加强规划的实施,确保规划目标任务的落实和各项治黄工作的全面推进。
The uneasy symptom of the Yellow River is its limited water and multiplied sediment in an unharmonious relationship. The Yellow River development and protection are complicated, long-term and arduous. There are lots of problems to be solved. Master Planning of Yellow River Ba- sin, guided by Scientific Outlook on Development and based on human-water harmony theory, it proposed the missions and targets in 2020 and 2030. Besides, it draws up a series of controlling indices. At the same time, it made plans of water and sediment regulation, flood control and dep- osition reduction, integrated control of soil erosion, water resources rational allocation and efficient utilization, water resources and water ecological protection and integrated river basin management. Master Planning of Yellow River Basin is a guiding document of the Yellow River development and protection in the future. Implement of the planning is crucial for the development of the Yellow River management.
