摘要
本文以养老改革为话题对国外学者的相关研究作了一个文献综述,主要从人口结构、决策环境以及新自由主义三个方面展开。通过文献研究发现,人口老龄化是一个全球性问题,该问题的存在及恶化会给养老保险体系以及宏观经济带来严重的冲击。各国政府为应对人口老龄化危机,分别从参数或结构上对本国的养老保险体系进行了改革。而具有不同政治偏好和利益诉求的政党及工会组织,则通过选举制度和经济制度等平台,左右着本国的养老改革进程。全球化背景下,新自由主义者所倡导的市场化、私有化以及行政干预最小化等观念,通过世界银行等国际组织的推波助澜,对各国的养老改革产生了越来越深刻的影响,比如其推崇的"多支柱养老改革方案",能得到越来越多国家的欢迎便是最好的明证。
This paper gives a foreign literature review about the pension reforming, based on the aspect of demogra phy, decision environment and new liberalism. The results showed that, （ 1 ） Aging is a global problem, for what can bring serious affects on the balance condition of penson system. The parameter adjustment and structural reforming are the rea sonable way to cope with challenge from aging. （2）The parties and market union which have different political preference and interesting requirement, will give a deep influence on the pension reforming process. （3） Under the condition of global ization, the opinion of marketization, privatization and minimum intervention for new liberalism has brought a more and more strong influence on each country＇s pension reforming through World Bank.
