摘要
中国国有企业的低效率不仅源于企业产权不明晰、没有人格化 ,以及委托—代理链条过长 ,更在于人力资本产权没有受到应有的重视。解决国有企业效率不高的关键所在是建立企业物质财产权与人力资本产权的有机结合与运作的产权结构。本文在抽象概括了企业产权结构三种模式的基础上 ,指出我国企业产权结构的选择应基于对中国企业现实状况的剖析。由此本文认为 ,正确界定和实现人力资本产权 ,理顺产权结构 ,并由此调整权利的实现方式与途径 ,建立将物质财产权与人力资本产权结合起来的企业产权结构 ,是提高我国企业效率的重要途径。
Low efficiency of state-owned firms in China originates in undefined property right, multistage authorization-commission links,especially not giving proper attention to the property right of human resource.The key to solve problems of low efficiency is to construct the effective structure which links material proprietary with property of human resource.After discussing patterns of structure of property right,we present the viewpoints that the choice of structure of property right of firms in China should be based on the analysis on the actual situation in this paper.The best way to improve the efficiency of state-owned firms is to define the property right of human resource,adjust the way of enforcing the property right of human resource and construct the structure of integrating material proprietary and property right of human resource.
