摘要
我国科研管理中存在着基于政治、产业、科学三个领域的行政管理、市场驱动和学术研究的三重逻辑,这都是必要和有益的。但是政治圈、产业圈、学术圈具有各自不同的运行规律和逻辑规则,各有适用的范围和界限。在界定和厘清三重逻辑的作用范围及其相互关系的基础上,分析由此产生的六维渗透以及十二个方面的积极作用或负面影响,形成了一个解释科研管理、市场体制和政府运转中存在的若干现象的理论框架。应合理借鉴并提升三者之间的互补互动,防范并克服三者之间的互涉互扰,有助于提高科研管理水平,推动产学研协同创新,提高社会运行效率。
There exist three logical conflict of administrative guidance, market drive and academic research based on the three fields of politics, in- dustry and science, which are necessary and beneficial. The operation laws and the rules of logic are different for the political circle, industry circle and academic circle which has different applicable scope and boundaries. On the base of defining and clarifying the functioning scope and their rela- tionship of the three logics, six dimensional penetration as well as the twelve aspects of positive and negative effects are analysed. Thus forming the theoretical framework to explain several problems for scientific research management, market system and the operation of the government.The benign interaction relationship should be rationally used for referrence and promoted, the mutual interference should be prevented and overcomed, which is helpful to improve the level of scientific research management.
