摘要
在制定区域卫生规划、完善区域卫生服务体系时，不仅要研究本区域内的卫生服务需求，而且要从社会整体发展的角度，研究区域外的。生服务需求在本区域的满足情况以及本区域的。生服务需求在区域外的满足情况即区域间的卫生服务交互需求，合理配置卫生资源，科学地制定区域卫生规划。
Two things should be taken into account in establishing regional health planning and perfecting regional health service system. Firstly, we should research the health service demand in the region. Secondly, we should study the alternate demand among the regions. Namely, we should investigate satisfied outside demand inside the region and satisfied inside demand outside the region. Thus, it would be come true to allocate health resources and establish regional health planning rationally.
