摘要
保护环境与发展贸易并不是相对立的，而是相互促进的．但是，很多国家以损害环境为代价来发展经济，因此，有必要对这些国家的对外贸易予以必要的限制，也就是说，通过贸易手段达到保护环境的目的．贸易与环境问题是联合国大会和世界贸易组织所要解决的重要议题，其主题是：多边环境协议，对产品的进口限制，加工和生产方法以及污染避难所，出口限制和环境征税．
Environmental protection is not opposed to trade development. Instead. they help each other But the development of economy is at the price of damaging environment in many countries. Therefore it is necessary to impose proper restrictions on the foreign trade of these countries. In other words, environmental protection can be strengthened by restricting trade.Trade and environment are the main subjects of the General Assembly and WTO. Its theme is: Multilateral Environmental Agreement Import Restrictions on Products, Processing and Production Methods, Pollution Problems. Export Restrictions and Environmental Tax.
