摘要
我国农村水利设施在建设使用过程中出现了很多问题,影响了这些农村水利设施效益的发挥,甚至造成了区域间发展的不平衡。这些困境的形成来源于农村水利设施在建设和使用过程中的负外部性的存在,只有将负外部性转为内部性才能够解决目前的矛盾和低效率的问题。而负外部性的存在又是由于作为公共产品的农村水利设施的产权界定不清造成的。从根本上解决公共产品产权界定不清,就会改变我国农村水利设施发展落后效益下降以及区域之间发展不平衡的问题。
There are many problems in the process of building and using rural field water conservancy facilities in our country, which affects the efficiency of rural field water conservancy facilities, even caused the imbalance of regional development. The formation of these difficulties comes from the existence of negative externalities in rural irrigation and water conservancy facilities construction and utilization process. Only turning negative externalities into internal sex can resolve the contradiction and the low efficiency problerrL While the existence of negative externalities is because of the unclear definition of rural field water conservancy facilities property rights, which is as a public product. Solving the indistinct definition public goods property fundamentally will change the situation that the development and benefits of rural field water conservancy facilities fall behind and settle the problems of unbalanced develop- ment between regions.
