摘要
当前国际关系处于最为深刻和复杂的变化当中。国际体系改革、全球治理改进、多极体系的管理以及新型大国关系构建等一系列关系到国际关系发展的全局性议题,相互叠加在一起。作者首先对西方世界内部周期性地出现的从多极体系向对抗性两极体系演变的现象及其根源进行了批判性反思,在正面汲取中国参与国际体系经验以及探究国际关系发展规律的基础上,提出共生型国际体系的发展以及新型大国关系的机会和可能。然后对共生国际体系与寄生性和对抗性国际体系作了区分,同时分别考察了文明共生的价值体系、包容式改进、结伴不结盟以及跨国行政合作在推动国际关系升级换代,向新型国际关系转化过程中的意义。最后,作者认为中国外交在当前以及未来较长时期面对的仍然是共生与对抗、对话与伐异、包容与排他、结伴与结盟等复杂国际选题,构建和平发展的共生国际体系的耐心和坚定维护国家利益上的决心,仍然是中国外交需要面对的一对主题。
A sea-change has taken place in current world toward multi-polar system.All of the issues like the reforms of international system,the improvement of global governance,the management of multi-polar system as well as the building of a new type of relations between major countries,have mixed and overlapped.This paper begins with a reflective critique of the ultimate and frequent evolvement of multi-polar system toward confrontational bipolar system and then explores the possibility of Gongsheng international system in the future.It differentiates the Gongsheng from traditional and hegemonical international system,and then explores some confronting facts between coexistence/confrontation of diverse civilizations,dialogue and conflict,inclusive and exclusive improvement,partnerships and alliances,and transnational administration cooperation in the current world.It concludes that the current world has opportunity to upgrade to a new Gongsheng international system,while it also faces the possibility to return to die old confrontational international relations.It more or less needs the big countries,as well as the rest,to cooperate firmly to upgrade international relations.
