摘要
舟山群岛新区以海洋经济为主题,应在加快开发开放前提下勇于先行先试。根据2013年1月国务院正式批复的《浙江舟山群岛新区发展规划》,借鉴上海浦东、天津滨海两大国家级新区先行先试的实践经验,本文提出了在对外开放、产业发展、金融创新、财政税收、用地用海、综合管理等方面,加快舟山群岛新区先行先试的政策建议。
Being a backward islands type area, Zhoushan Islands District positioning national district with theme of marine economy, new mode of opening up and development must be accelerated. In this paper, according to the Development Planning of Zhejiang Zhoushan Islands District officially approved by the State Council, by drawing Shanghai Pudong, Tianjin Binhai New Area＇ s practical experiences, some policy recommendations are put forward, such as opening to the outside world, industry development, financial innovation, finance and taxation, land ＆ ocean use, comprehensive management, etc..
