摘要
国务院决定设立中国(上海)自由贸易试验区,是因为上海产业基础优厚、经济腹地广阔,而原有的上海综合保税区也进行了多项改革探索。作为中国第一个自贸区,上海自贸区将用制度创新代替政策优惠,探索"负面清单"管理模式,其创新实践也着眼于为中国提供可复制的经验。
China＇s State Council decided to establishment of a pilot free trade zone in Shanghai, where has strong industrial base, and large economic area, and meanwhile, the existed Shanghai Free Trade Zones has made several reform exploration. As the foregoer, Shanghai free trade zone starts to innovate the institutions instead of pursue preferential policies; explores management patterns of negative list, and its innovation practices are also focus on offering experiences which can be applied by whole China.
