宁夏强沙尘暴生态调控对策的初步研究 被引量:32

摘要 沙尘暴是恶劣生态环境的直接产物 ,沙尘暴防灾、减灾的根本出路在于改善生态环境。做好生态治理、提高生态调控自然灾害能力 ,应首先确保自然资源尤其是水资源的合理开发利用及涵养。依据对沙尘暴形成机理研究和历史演变分析 ,认为生态调控防灾减灾工作的开展 ,应强调地球科学、环境科学等多学科的有机交叉综合 ,从地球各圈层相互作用过程来揭示强沙尘暴运动规律和成灾机理 ,加强人口、资源、环境、灾害之间互馈的关系研究 ,通过土地荒漠化与强沙尘暴间的相互耦合关系以及风暴时空特征 ,分层次地摸清极限气候条件下生态环境的改良对强沙尘暴天气防灾减灾的生态调节功能 ,突破传统、被动的气象灾害“预测 -救灾”体制 ,初步形成更适合现代社会经济可持续发展的高效、动态的“生态治理 -灾害控制” Sandstorm is the direct result of adverse ecological environment.The essential approach in preventing and reducing sandstorm disasters is to improve the ecological environment. To improve ecological condition and its ability of regulating natural adversities, first of all is to guarantee the rational use and exploition of natural resources, especially water resources. According to the study of sandstorms formation and the analysis of its history, we think that the development of the work to prevent and reduce adversities by means of ecological regulation, on the one hand, should be emphasized on organically synthesizing geoscience,environmental science etc., so that we can reveal the moving laws and the forming mechanism of strong sandstorm adversities; on the other hand, should be strengthened research on relationship between population, resources, environment and calamity through the analysing on mutuality of land desertification and strong sandstorm as well as the space\|time features of windstorm. In order to carry out efficient and dynamic “ecological regulating\|calamity controlling” system that guarantees against strong sandstorm and more fit modern societys continual development, we must make clear the ecological regulation function of the improvement of ecological environment in preventing and reducing strong sandstorm disasters under extreme climate condition, and passive system of meteorological calamitys forcasting and relieving.
