摘要
美国的大西洋沿岸经济带和太平洋沿岸经济带、日本的太平洋沿岸工业带、韩国的仁川沿海经济带、中国的长三角经济带和辽宁沿海经济带等,在世界沿海经济带的发展实践和理论研究中都具有重要的地位.从新古典经济学、现代经济学的发展脉络及其流派、代表人物、经典作品分析入手,讨论经济增长与资源环境的关系,认为经济和环境是区域复杂巨系统的两个重要组成部分,两者之间存在着互相制约、互相影响的内在有机联系.在论述辽宁沿海经济带承担着对接东北老工业基地振兴与加速环渤海经济圈发展双重使命的基础上,指出只讲协调不讲发展,辽宁沿海经济带的建设将毫无意义,只讲发展不讲协调,则既有悖于辽宁沿海经济带的建设初衷,也不利于辽宁沿海经济带的可持续成长.
The Atlantic coastal economic zone and the Pacific coast economic zone of USA, the Pacific coastal industrial zone of Japan, the Inchon coastal economic zone of Korea, the Yangtze river delta economic zone and Liaoning coastal economic zone of China all have an important position in the de- velopment of practice and theoretical research of the coastal economic zones in the world. This article discusses the relationship between economic growth and resources and environment, starting from the development of Neoclassical economics and Modern economics and theirs schools, representatives and the analysis of classical works. This article advocates that the economy and environment are both important parts of regional complex giant system, there are internal relationship of mutual restraint and mutual influence between economy and environment. Based on the dual mission that Liaoning coastal economic zone has to butt the revitalization of old industrial base of Northeast and the acceler- ation of Bohai economic circle development, this article points out that if we only emphasize coordina- tion but ignore development, the construction of Liaoning coastal economic zone will be meaningless. Under this condition, it not only goes against the original intention of the construction of Liaoning coastal economic zone, but also is not conducive to the sustainable development of Liaoning coastal e- conomic zone.
