摘要
众多研究成果将韩国经济的成功归结于"出口导向"战略的实施,并将韩国"外向型"经济等同于"出口导向"模式。但是,通过考察韩国经济发展的实际过程发现,韩国经济的成功并非单纯依靠"出口导向"战略,而是"出口导向与进口替代"两种模式并用的结果。通过"出口导向"战略,在出口带动下实现了经济的增长,同时结合"进口替代"政策的实施,在政府的保护和扶植下国内民族产业迅速成长,建立起具有国际竞争力的支柱产业和相当完整的工业体系,最终完成了工业化任务。
The research shows that the economic foundation and outside factors have decided that Republic of Korea must propel the ＂export orientation＂ strategy, thus realizing export-led economic growth. How- ever, observing Korea＇s economic process, we find ＂export orientation＂ strategy should be integrated with ＂import substitution＂ policy because of characteristics of the nation＇s economic catching-up, the pros and cons of the two economic patterns, and Korea＇s drive for the realization of economic independence so as to protect and prop up its domestic market and national industries. In practice, the ＂export orientation plus import substitution＂ economic development pattern has promoted high-speed export-driven economic growth, established its relatively comprehensive national industrial system, accomplished industrializa- tion, and achieved great economic success.
