摘要
对城市建筑废弃物进行循环利用既是发展循环经济的要求,也是建设低碳城市,实现城市发展生态化的重要内容。相较美、德、日等国在城市建筑废弃物循环利用方面的立法,我国在建筑废弃物管控方面的法律制度尚有诸多缺失。在建设生态城市和低碳城市的背景下,应从立法和制度构建两方面完善我国建筑废弃物循环利用的法律制度。
Recycling of building waste is the requirement for the development of recycling economy.It's also an important content of the construction of low carbon city and the ecological development of city.Compared with the United States,Germany,Japan and other developed countries,there are many deficiencies in laws to manage the building waste in China.For the development of ecological and low carbon city,we should take measures to improve lawmaking and institution of recycling of building waste.
