摘要
江苏省新农保的建设领先于全国,新农保养老金已经成为农户养老的一个重要部分。本文以江苏省为例,利用333位样本农户的数据,分析农户养老的需求特征,并对新农保政策满意度进行分析。结果发现,农村养儿防老观念正在逐渐退出,与农户的养老需求特征不相符。新农保政策的运行不能满足农户的养老需求。因此,本文今后加大新农保政策资金投入力度,逐渐建立起以新农保为主、商业养老保险为辅的农村养老保障体系。
The construction of new rural endowment insurance was ahead of the national in Jiangsu province. New rural endowment insurance pension had become the important part of supporting the aged. This study took Jiangsu province for example, and surveyed 333 rural people. This study analyzed the demand characteristics of the supporting the aged for rural people, and analyzed the operation status and effect of new rural endowment insurance. The results found that supporting the aged by the family was become less. New rural endowment insurance was unable to meet the demand of rural people for supporting the aged. The suggestions were that government should invest more capital in new rural endowment insurance in the future, establish a new old-age security system which is based by new rural endowment insurance, supplemented by commercial endowment.
