摘要
国家新的医药卫生体制改革方案已实施三年多,各项医改措施已经取得明显成效。但同时,各种深层次矛盾和一些不尽人意之处也逐步显露。基层医疗是整个国家医疗体系建设的基础层,其健康和可持续发展将影响深远。分析基层医疗服务的特性,并结合国内外现状阐释了建立一个政府管控、市场调节的基层医疗服务体系的意义。
The reform of Chinese health care system has been performed for over three years,reform measures have received obvious achivement.the deep-seated inconsistencies gradually.The primary medical care system is the basic part in the whole national medical system development,as health and consisted developmend have important significance.Analyze the characteristics of primary medical care and its present status both in China and foreign Countrires,clarify the significance of constructing a national market-based primary medical care system in China.
