摘要
大连市是一个正在蓬勃发展的国际性城市，但水资源先天不足已严重影响到大连市社会经济的发展。本文对大连市水资源的开发利用提出战略构想和对策：建立新观念，依法统一管理，调整产业，挖掘不同质的水服务于不同的行业，使水资源得到充分利用。
