The application of high biotechnology has caused people’s worry about the objectification of human body and concerns for human values and dignity. The characteristics of ethical issues in high biotechnology include: its impact on society and mankind is far-reaching; and too many unknown and uncertain factors in its intervention of human body, so it is necessary to develop a new strategy to regulate the development and application of these high technologies. This article focuses on ethical issues in xenotransplantation and gene therapy, and the author argues that a policy such as “guilty until proven innocent” should be adopted, that is to say, until the evidences are provided that the application of these technologies will probably not cause serious harm to mankind, their clinical trials on human subjects should be in moratorium, but animal and in vitro experimentation are permissive.
