摘要
为彻底解决农民工就业问题,对近几年农民工就业市场连续出现的"用工荒"与"就业难"两种现象同时存在的"悖论"现象进行释义和评估,并探析该现象的成因,认为该现象的出现和持续,既有中国传统礼俗的直接原因,也有深刻的人口红利消失和农业吸引力有所回升的深层影响;既有企业用工需求变化、人才培养失衡及劳动力市场不健全的客观原因,也有农民工素质不适应市场需求的主观因素,是多种因素相互交织作用的结果。
In order to completely solve the employment problem of migrant workers, this article explains and evaluates the phenomenon that the seemingly opposite ＂labor shortage＂ and ＂un- employment＂ exist at the same time in migrant workers employment market. Through probing into the causes of this phenomenon, it comes to the conclusion that such phenomenon and its sustainment are not only directly related to the Chinese traditional customs, but also to the deep influence of disappear of demographic dividend and agricultural attraction rebounded. The paradoxes objective reasons are the change of labor demand by enterprise, imbalance of person nel training and unsound labor market. Its subjective reason is migrant workers~ quality does not a- dapt itself to the market demand. The phenomenon is the results of multiple factors interact.
