低碳经济成为21世纪全球经济发展的一个重要趋势,这一趋势对于经济全球化中的各国能源效率提出了严峻挑战。俄罗斯既是能源出口大国,又是能源消耗大国。高耗能在推动俄罗斯经济快速增长的同时,也带来了诸多环境问题。因此,俄罗斯须在复杂的国际和国内政治经济环境中建设性地参与应对气候变化,在节能减排、提高能效和技术创新等方面,做好向低碳经济转型的准备。
the low carbon economy become an important development trend in the 21st century global economy.it put forward severe challenges to the energy efficiency of the economic globalization.Russia is an energy exporter and energy consumption power.High energy consumption brought Russia＇s rapid economic growth,at the same time,also brought many environmental problems.So.in the complicated international and domestic political environment,Russia needs to prepare the transformation to a low-carbon economy in the aspects of energy conservation and emissions reduction,improve the efficiency and technology innovation.
