摘要
新型城镇化是指以科学发展观为统领,以新型工业化和信息化为主要动力,资源节约、环境友好、经济高效、文化繁荣、社会和谐、城乡统筹、大中小城市和小城镇协调发展、个性鲜明的城镇化道路。中原经济区建设首次提出要由新型城镇化来引领"三化"(工业化、城镇化和农业现代化)协调发展,这主要是基于发展阶段的客观要求、城镇化发展水平滞后及城镇化快速发展有利于"三化"的整体协调及同步推进等原因。应通过新型城镇化解决城镇化发展滞后及其与工业化发展的协调问题,推进农业现代化,实现城乡统筹,产城融合,促进人口、资源与环境协调发展。
The new model of urbanization,which is leaded by scientific outlook on development,and driven by the new industrialization informatization,takes a resources saving、eco-friendly、economic efficiency、cultural prosperity and social harmony approach.Under this approach,overall plans should be made and all factors,including big / medium / small cities and towns,should be taken into consideration.For the first time,the construction of Central plains economic zone puts forward that the development of ＂ The Three Conversions（industrialization,urbanization and agricultural modernization） ＂ should be led by the new model of urbanization.This is mainly based on the objective requirement of the present developing stage and the truth that towns lagging behind average urbanization development level,and it’s also because the rapid development of urbanization will benefit the overall coordination and synchronization of ＂ The Three Conversions ＂.The problems of towns lagging behind average urbanization level and not coordinating with modernized industrial development,shall be settled through the new model of urbanization.And the settlement could promote agricultural modernization,achieve the overall urban-rural development,and develop coordination of human,resources environment.
