摘要
通过对河南省节能减排的政策需求分析,并研究了西方发达国家的成功范例,在此基础上,提出了河南省促进节能减排的综合性政策体系,包括促进节能减排的产业政策、税收政策、融资政策、环保政策、科技政策,为河南省以后的节能减排工作提供指导.
Through analyzing policy demand supporting energy-saving and emission-reducing in Henan,the author studied the successful cases of policy of energy-saving and emission-reducing in western developed countries, pointed out the integrated policy system for energy-saving and emission-reducing in Henan. It includes industry policies,taxation policies,financing policy,environment policy,technological policy,for the supporting of energy-saving and emission-reducing in Henan.
