摘要
对全民健身公平进行了界定,分析了现阶段我国实现全民健身公平的必要性,并提出了我国实现全民健身公平的途径。研究表明:全民健身公平是指政府在公平价值理念指导下,所进行的全民健身公共服务均等化过程。我国实现全民健身公平的必要性表现为:体育健身服务需求增长与全民健身服务供给不足的矛盾;体育行政部门职能改革和全民健身服务效率低下的矛盾;公民享有平等体育权利和全民健身服务供给不均衡的矛盾。在当前,我国实现全民健身公平的途径包括:建立和健全全民健身公共服务体系;建设"服务型政府",增强政府公共服务职能;制定和完善全民健身公共服务法律制度;形成全民健身公共服务机制。
The authors defined national fitness fairness,analyzed the necessity to release national fitness fairness in China at this stage,and put forward ways to realize national fitness fairness in China.This research indicates that national fitness fairness refers to a process of national fitness public service equalization conducted by the government under the guidance of the fair value conception.The necessity to realize national fitness fairness in China is shown in the followings： the contradiction between the growth of the demand for sports fitness service and the insufficiency of the supply of national fitness service;the contradiction between sports administrative department function reform and low national fitness service efficiency;the contradiction between citizens’ right to enjoy equal sport and the unbalanced supply of national fitness service.In the current period,ways to realize national fitness fairness in China include the followings： build and perfect a national fitness public service system;construct a ＂service type government＂ and reinforce the government’s public service functions;establish and complete a national fitness public service legal system;form a national fitness public service mechanism.
