摘要
目前国内交通影响评价工作主要是作为建设项目立项审批阶段的一个重要程序,其科学性和执行力度直接影响城市交通状况。国内的交通影响评价工作经历二十年的发展,从自发起步、推广提倡发展到目前的规范强制阶段,交通影响评价工作已经成为规划管理部门决策审批的有力依据。研究在回顾国内外交通影响评价工作的发展过程的基础上,对目前国内交通影响评价工作的现状进行了分析,对其工作中存在的交通基础数据库薄弱、交通基础理论研究不足、审查制度不严谨、督促实施制度滞后等主要问题进行了思考,对交通影响评价工作的发展趋势和未来进行了展望。
Currently, TIA （transportation impact analysis） is an important procedure of project approval, and its rationality and feasibility directly influences urban transportation conditions. After two decades of development, TIA has had compulsory regulations, and the work itself is an important reference of planning administration decision making and approval. The paper reviews TIA evolution, analyzes domestic TIA status quo, reflects existing problems like weak data, theory, inspection and implementation system, and discusses its prospect.
