摘要
在晋陕豫黄河金三角地区成为"国家承接产业转移示范区"(以下简称"示范区")之际,探析其信息资源共建共享问题,具有重大的战略意义。"黄河金三角经济协作区"26年区域协作实践的成功经验及其高校、公共、科研系统图书馆丰富的文献信息资源、网络环境,加上大家对资源共建共享的良好愿望,说明"示范区"文献信息资源共建共享是可行的;必须遵循"适应性、节约、适度超前、渐进发展、分工协调、系统性、完整性"的原则,采取"准备、起步、发展和成熟"等4个阶段的策略,落实好"观念、组织、法律、制度、经费、技术、交流培训"等措施,实现"示范区"文献信息资源共建共享。
Become a ＂national demonstration area to undertake industrial transfer as＂ Jin Shan Yu the Yellow River in Golden Triangle area, analysis of the information resources sharing problem, is of great strategic significance. ＂The Yellow River Golden Triangle economic cooperation zone＂ 26 years of successful experience and practice of regional coop- eration in Colleges and universities, scientific research system, public library document information resources, net- work environment, good wishes and all of the resource sharing, ＂the literature information resources co-construction and sharing demonstration zone＂ is feasible; must follow the ＂adaptability, saving, moderate advance, progressive development, coordination and division of labor, systematic, integrity＂ principle, take ＂four stages of preparation, beginning, development and mature＂ strategy, implement good ＂ideas, organization, laws, system, funds, technolo- gy, training＂ and other measures, to achieve ＂the literature information resources demonstration zone＂ sharing.
