The quality of journal is a system project, so it is necessary to pay attention to dialectical unity of intrinsic quality system and external quality system. The author thinks that quality of journal editing and proofreading occupies an important place in external quality system,and the levels of editors and proofreader affect directly the quality of journal. The external quality system of journal embodies concretely in “packing consciousness” of editors. “Packing consciousness” of editors decides the quality of journal editing and proofreading.
