摘要
随着节能减排在全国的深入开展,绩效评估问题也逐渐受到专家学者的关注。在对有关节能减排绩效评估文献进行调研的基础上,通过对专家学者的多轮咨询,提出了区域节能减排绩效评估指标体系的设计原则,并设计了评估指标体系,为评估区域节能减排绩效提供了基本的理论框架。
Along with the deep development of energy conservation and emission reduction across the country, the performance evaluation has also gradually got the attention of experts and scholars. Based on the investigation and research on the literatures of the evaluation on energy conservation and emission reduction performances, and through several rounds of consultation of experts and scholars, this paper puts forward some principles for the design of the index system for the evaluation of regional energy conservation and emission reduction performances, and designs the evaluation index system, which provides the basic theoretical frame for the evaluation of regional energy conservation and emission reduction performances.
