摘要
从制度嵌入性角度提出影响住房产权分化机制的三种约束形式:偏好约束、体制约束和市场约束。随着住房分配制度由再分配向市场化转型,住房自有产权偏好逐渐形成,体制约束不断降低,市场约束逐渐增强。本文提出住房产权分化的市场转型假设,认为中国城市住房产权分化机制将越来越体现城市居民市场能力的差异,而非再分配能力的差异。通过2009年在广州城区收集的广州市民生活与住房变迁资料对该假设进行了检验。
From an institutional point of view,this paper suggests three restraints over the differentiation system of house property ownerships:preference restraint,institutional restraint,and market restraint.It proposes that as housing distribution is gradually controlled by market,preferences for individual independent ownership of house properties increases,while the institutional constraint over the house property ownership will decrease and the function of market constraint will gradually be strengthened.Based on this assumption,a research is done in Guangzhou with the hypothesis that the differentiation system of house property ownerships will be increasingly embodied in the market ability rather than the ability of re-distribution.Documents and records on the changes of Guanzhou citizens' living and housing conditions in 2009 have been studied and analyzed.
