摘要
上世纪90年代,我国高等教育管理体制进行了全面而深刻的变革,基本解决了高等教育宏观管理中"条块分割,多头管理"等问题,破除了部门办学,形成了中央和省两级管理,以省为主统筹管理的新体制。我国高等教育管理体制和布局结构发生了深刻变化,初步建立了适应社会主义市场经济体制的高等教育宏观结构和新型高等教育管理体制的框架,为21世纪初高等教育的发展奠定了基础。
In the 1990s, China＇s higher education management scheme underwent comprehensive and profound reforms, which basically settled the issues brought by fragmented and overlapped macro regulation of higher education. The reforms transform the former higher education architecture that ministries and commissions run universities, and lay foundations for a new management scheme, in which the central and provincial governments are both regulators but priority is given to the provincial government. China＇s higher education management scheme and layout are tremendously changed. And a macro structure of higher education that adapts to China＇s socialist market economy, as well as a new framework of higher education management are thus formed, paving way for the development of higher education in the 21st century.
