网络服务提供商在面对权利人的侵权投诉时，如何妥当履行对涉嫌侵权用户个人信息的披露义务，是近年来网络服务提供商和权利人非常关心的问题。随着2012年12月28日《关于加强网络信息保护的决定》的通过，这样的问题越来越引人关注。
