摘要
笔者在长期的工作实践中和调查研究时发现,有许多的小型水利水保工程在管理上都不同程度存在着重建轻管,管用脱节,权责不一以及管理水平低下等问题,并就此提出一些相应的改进意见。
The author,in the long-term working practice and through researches,finds that many small hydraulic and soil and water conservation projects have problems in management： emphasizing construction but ignoring management,disconnection of management and use,disunity of right and responsibility and low management level.Some improvement suggestions are proposed aiming at the problems.
