摘要
工程量清单计价模式以及与之配套的GB50500—2008《建设工程工程量清单计价规范》是制定衡量投标报价合理性的基础标准,对于提高国有资金的投资效益和规范建筑市场秩序发挥了重要作用。但在实际应用中,按照此规范编制的招标文件、投标报价在施工结算审核阶段经常由于计算规则、措施费、材料价格调整等因素引起争议。工程造价管理人员必须在熟悉各种法律法规、通晓招标投标文件中的各种信息的基础上,正确应用工程量清单计价规范,灵活变通,以此来满足工程量清单计价模式下既能正确贯彻清单计价规范,保证工程造价结算的准确性,又能维护建设单位、施工单位各方的利益。
The valuation modes of BOQ （bill of quantity） and its mating construction works for bill of quantity valuation specifications （GB50500--2008） which are basic standard for making and evaluating the reasonable tender offer, as well as, playing an important role in enhancing investment benefits of stated funds and regulating construction market order. But Bidding documents and tender offer compiled specifications are often aroused controversy in the practical application, the reason is computation rule, measure cost and material price adjustment in construction settle accounts audits stage, therefore , pro- ject cost managements should use bill of quantities valuation specifications properly based on known well laws and regulations and also thoroughly understanding information of tender documents, the purpose is not only to carry out bill of quantity valuation specifications properly and ensure the accuracy of project cost settlement but also to maintain the interests of the construction units.
