摘要
笔者采用人均建设用地标准法、影像判读与实地调查法,以2009年为规划基期年,2020年为规划目标年,测算土默特左旗的农村居民点用地整治理论潜力为5 094.29hm2、可实现潜力面积为2 971.29hm2和现实潜力面积为2 104.14hm2,可规划出耕地的潜力面积为1 896.52hm2,可实现潜力面积占现有农村居民点面积的30.65%。将全旗划分为4个不同的整治区域,对不同区域采用不同的整治模式与方向。结合土默特左旗实际,提出农村居民点用地整治实施对策为科学编制和实施农村居民点用地整治规划、完善产权制度、多渠道筹措资金等。本研究为旗县级农村居民点整治潜力进行分析,尤其是针对土默特平原地区,测算其潜力及其区域差异特点,可为同类地区确定农村居民点用地整治重点区域及时序安排、整治模式,更好地开展居民点整治、社会主义新农村建设的需要提供借鉴。
The research methods are the standard of construction land for per capita, and take the im- age interpretation and investigation methodology. Taking 2009 as the planning base year and 2020 as target year, estimated that the theoretical potential of rural settlements land in Tumotezuo Banner is 5 094.29hm2, the part which might-have-been achieve is 2 971.29hm2. Realistic potential area is 2 104. 14hm2. The planning area of potential arable land 1 896.52hm2 for whole town. The part which might-have-been achieve is 30.65 percent of the current rural residential land. The banner is divided into four different remediation areas, taking the different regulation mode for each direction. Combining the ac- tual situation, writers proposed some countermeasures for rural residential land remediation plan such as the scientific preparation and implementation of settlements planning, perfect the system of property rights, multi-channel financing. For the TUMOTE plains, estimates its potential and its regional differ- ences in the characteristics of village renovation in key areas and timing arrangements for the same region to determine the remediation mode, better to carry out the settlements remediation, and the need of new socialist countrvside construction.
