摘要
新形势下,受主客观因素影响,党和国家在维护群众利益方面面临极大困境与挑战。协商民主与维护群众利益密切关联,通过多主体间的协商,能为群众利益维护带来效能、秩序、公平正义以及合法性认同等方面的实质功效。群众利益维护新机制中协商民主理念的有效嵌入,需要在理念培育、平台建构、制度保障、氛围塑造等方面予以努力。
Under the new situation,influenced by subjective and objective factors,the Party and the country is facing great difficulties and challenges in maintaining the interests of the masses.Promoting deliberative democracy and safeguarding the interests of the masses are closely related,the multi-agent negotiation,to the interests of the masses to maintain substantive so as to bring efficiency,order,justice and legitimacy.To embed in the interests of the masses to maintain consultation mechanism,we have to take the concept of cultivation,platform construction,the security system,and establish an ideal an atmosphere in which people live and work.
