摘要
近年来,随着沿海地区港口码头、临港产业等重大项目的快速推进,加大了对海洋资源的开发力度,在取得巨大经济效益的同时,也对生态环境产生了诸多负效应。以《河北省人民政府关于进一步加强和规范海洋开发管理的意见》为背景,结合当前海洋生态环境现状,从防控、监测、治理、应急、补偿方面构建了"五位一体"的海洋生态环境保护机制,并从资金投入、建设载体、生态修复、陆海统筹、组织保障等方面勾勒出海洋生态环境保护的路径。
In recent years, with the rapid instruction of major projects such as coast ports, port-vicinity industry, the development of ocean resources has been advanced. Meanwhile, many negative effects on the ecological environment have appeared while ocean development made great economic benefits. Based on the official file made issued by provincial government of Hebei on how to further strengthening and regulating the ocean development manage- ment, and combined with the current ocean ecological environment situation and the problems, this paper establi- shes a ＂ five-in-one＂ marine ecological environment protection mechanism from the aspects of prevention and con- trol, monitoring, management, emergency response and compensation. Then the protection path of marine ecologi- cal environment is outlined from the aspects of capital investment, construction, ecological restoration, and carrier co-ordination, organization.
