摘要
失地农民是我国工业化和城市化发展的必然产物。长期以来土地是广大农民赖以生存的基础,当农民丧失土地以后,面对就业难、家庭保障功能弱化的困境,迫切需要制度性安排解决失地农民的养老问题。本文以西安市城中村失地农民为研究对象,通过分析失地农民参加社会养老保险的现状,为提高失地农民社会养老保险参保率提出对策建议。
Land-lost peasants are the natural product of China＇s industrialization and urbanization. For a long hme ,the land is the subsistence for farmers. Once they lose their land, they will face a series of problems, such as employment difficulties, and the weakening of the family＇s security function. And the institutional arrangements are urgent required to resolve peasants＇ pension problems. Regarding the land-lost farmers in Xi＇an urban village as the research object,the paper puts forward some countermeasures in improving the rate of land-lost peasants＇ participating in social pension insurance by analyzing its status.
