摘要
立足于我国目前碎片化的养老保险制度现状,本文解析了城乡一体化社会养老保险的概念内涵、基本原则和实现条件,研究了城乡一体化社会养老保险的必要性和可行性,从城乡覆盖、城乡统筹、城乡融合三个发展阶段设计了我国城乡一体化社会养老保险制度的建设进程,提出每个进程的实现路径分别是:2012—2014年,实现城乡社会养老保险制度人群全覆盖,建立社会养老保险制度间无缝隙转移接续机制;2015—2020年,整合城乡社会养老保险制度,建立居民缴费和养老金待遇动态增长机制;2021—2030年,实行城乡统一的社会养老保险制度,建立多层次养老保障体系。
Based on the present fragmentized endowment insurance system in our country, The paper analyzed concept connotation, basic principles and the realization condition of the integration of urban and rural social endowment insurance and studied the necessity and feasibility. We designed construction process of the integration of urban and rural social endowment insurance from three stages of the urban and rural coverage development,urban and rural balancing development and urban and rural integration development. The realization of each process path respectively are：In 2012-2014,we plan to complete coverage of the crowd of urban and rural social endowment insurance system,and to build transferring mechanism system among social endowment insurance without gap; In 2015-2020,we plan to integration of urban and rural social endowment insurance system,and to establish dynamic growth mechanism of the residents pay cost and annuities treatment ;In 2021-2030, we plan to realize the unity of the urban and rural social endowment insurance system, and to establish the multi-level old-age security system.
