正视民主性知识:代议制民主政府官僚式治理危机的反思与重构——评《民有政府:反政府时代的公共管理》 被引量：1

摘要 谢里尔·西姆拉尔金、卡米拉·斯蒂福斯（2010）．民有政府：反政府时代的公共管理．李学译．北京：中央编译出版社．共288页． 美国作为全球实施民主政治的典范，其公共管理的实践模式，历来为世界各国学习的楷模。但是，在其政治文化中，则蕴涵着深厚的反政府文化。在某种意义上，这个实施民主国家的政治进步，正是其治理体系为回应民众的反政府思想，而进行不断反思和改革的缔造之物。在质疑政府治理效果的时代背景下，《民有政府：反政府时代的公共管理》一书的作者，一反片面抨击官僚组织及其工作人员的惯常思路，本着对既有体制和人员同情的态度，全面检视了美国社会不满政府的各种原因，认为解决美国公共管理民众反政府情绪甚嚣尘上这一危机的根本出路，在于认识到代议制政府中代议性知识的不足和民主性公民知识的重要价值，书中的思想对于消弭公众与政府的疏离感，以及重新建立公民社会，均具有启发意义。
