基于数据降噪的装备采购合同效益集对分析评价模型

摘要 建立了装备采购合同效益评价指标体系,针对其效益评价中的不确定性和复杂性因素,建立了装备采购合同效益评价的集对分析模型。首先,对装备采购合同效益指标矩阵进行奇异值分解,提取对矩阵特征贡献率大的奇异值进行分解逆运算,以消除效益指标矩阵中的随机成分;其次,将效益指标中各待评合同与理想合同形成对子,逐个比较其共有特性、相反特性及差异特性,通过定义一个评价系数,计算各待评合同的优劣排序。上述模型在某型装备采购合同效益评价中的应用表明:该评价模型具有很好的可行性和有效性。 A benefit evaluation index system was set up for equipment acquisition contract. In view of uncertainty and complexity in the process of benefit assessment, a set pair analysis(SPA)evaluation model was established. The evaluation model was used to decompose the singular values of the evalua- tion matrix. The singular values contributing significantly to the matrix characteristics were extracted for inverse decomposing operation of the evaluation matrix so as to deal with stochastic components between the benefit index matrixes. Then, the use of this model to compare to the relationship be- tween the assessed contract and the ideal contract led to the understanding of their identical, contrary and differential characteristics. By defining an evaluation coefficient, the benefit ranking order of the assessed contracts can be figured out. An evaluation example of a certain equipment acquisition con- tract was given to illustrate the proposed evaluation model. The results show that the evaluation mo- del is highly feasible and effective.
