摘要
从政策环境、收费方式、利用方式和借款规模等方面对我国铁路与其他交通行业利用外资的状况进行了比较 ,并进一步从政策、体制、企业组织形式和运价管制等方面对铁路利用外资规模小、方式单一的原因做了分析 ,以促进铁路深化改革 。
Foreign capital utilization between railway sector and other modals was compared from the viewpoints of policy environment,ways of levying charges,manners of foreign capital utilization and the loan scale.Further analysis of the reasons why the scale and manners of foreign capital utilization in railway sector was small and unique was carried out from the respects of policy,management system,organization structure of enterprise and regulation on price.
