摘要
在本质上,国际制度反映的是国际行为体的利益博弈与诉求。由于制度是非中性的,不同利益主体在同一制度框架中的收益却不相同。当今时代的全球治理是一个制度网络体系,而现行最主要的、影响力最大的全球治理机制都是在发达国家(集团)的主导下建立的,因此发达经济体是现行全球治理的既得利益者,分享全球治理最大份额的收益,而以金砖国家为代表的新兴经济体在其中处于一种相对不利的地位。为了改变这种不公平、不合理的利益分配格局,减少全球治理非中性带来的不利影响,金砖国家走到了一起并建立了新的合作机制,以推动世界格局从传统的统治与服从的强权型特征向符合时代要求的平等参与和互利共赢的民主型特征转化。同样,由于金砖国家合作机制的非中性,不同的行为体从金砖国家合作中获取的收益也会不同,这甚至可能带来部分行为体之间潜在的利益冲突。为此,金砖国家合作应具有足够的开放性和包容性,积极探索"BRICS+N"等新的开放性的合作模式,最大限度地包容其他利益攸关方的关切,推动国际制度规则体系的渐进变迁,以尽可能地减少因世界格局的剧烈转换带来的冲击。
Due to institutional non-neutrality,the international institutions reflect in essence the game and pursuit of the interests of the international actors.The most important and influential existing global governance mechanisms were established under the auspices of the developed countries who have received the lion's share of the vested interests of the current global governance.The fact that the BRICS countries established a cooperative mechanism is bound to change the unfair and unreasonable benefits distribution patterns in today's world,reduce the adverse effects caused by the non-neutrality of global governance,and makes it harder for a hegemonic power or bloc to support the ever-changing world political and economic systems,thus promoting the shift of world structure from coercive one characterized by the traditional subordination and domination to democratic one featured with equal participation and mutual benefits.Similarly,owing to the non-neutrality of the BRICS cooperation mechanism,the absolute and relative gains of the BRICS countries and other countries would be different or even on a collision course with each other.Thus,the BRICS countries cooperation should reflect not only their own interests demand but also their openness and inclusiveness to the interests of other countries,and promote the progressive change of the international system to minimize the aftermath of the dramatic transformation of the world structure.
