黑龙江省和发达省区之间的经济差距,与市场流通和商贸服务业带动能力方面的差距有极大的关联。黑龙江省必须转变政府职能,依靠市场机制力量,发挥商贸流通产业和市场体系传导机制作用。为促进流通产业的壮大和创新发展,黑龙江省应积极推进建立以城市市场为主体,以农村市场为基础的全省一体化的商贸流通体系;加快推进城乡对接、辐射全国的现代化农产品流通体系建设;培育具有国际竞争力和有黑龙江省特殊优势的大型流通企业;加强商贸流通业基础设施建设;加快推进流通产业信息化建设;逐步完善和优化流通业发展的制度与政策环境;充分发挥行业协会作用,提高商贸流通业的组织化程度。
The economic development gap between Heilong/iang province and developed provinces has great relevance with the weak driving force of market circulation and commercial service industry. Heilongjiang needs to transform the government function, rely on the power of market mechanism, and give play to the role of commercial circulation industry and the transmission mechanism of marketing system. In order to facilitate the growth and innovative development of the circulation industry, Heilongjiang should proactively push for- ward the establishment of a unified commercial circulation system, taking urban markets as the main body and rural markets as the foun- dation, accelerate the building of a modern circulation system of agricultural products that docking the rural with the urban areas and ra- diating the whole country, and cultivate large-scale circulation enterprises with international competitiveness and distinctive advantages of Heilongjiang province. In addition, it should enhance the infrastructure construction, speed up the informationization process, improve and optimize the system and policy environment, and allow full play to the associations in an effort to raise the organizational degree of the commercial circulation industry.
