摘要
公共部门与私人部门在组织目标、组织职能、组织结构、组织文化以及经费来源等方面的不同,决定了它们在人力资源的规划目标、员工招录、评估考核、薪酬管理以及培训发展等方面也存在较大差异。准确认识和区别其差异性,并互相借鉴先进理念和科学方法,对于同步完善公共部门和私人部门人力资源管理体系,提高人力资源管理效率具有重要的现实意义。
The human resource management of public and private sectors is different in terms of planning goal, employee recruitment, performance assessment, salary administration, and training, which is caused by the distinction of the organization's goal, function, struc- ture, euhure, and financial resources. To understand and distinguish the difference is of practical significance for improving the human re- source management system of both public and private sectors at the same time and for increasing human resource management efficiency.
