摘要
水资源开发利用总量控制研究的核心是选择合适的总量控制指标体系,科学计算指标体系中各指标的控制阈值,并制定出切实可行的实施方案。水资源开发利用总量控制的研究方法即指标体系及其指标值的确定方法。本研究在大量文献调研基础上,对当前水资源开发利用总量控制的代表性方法进行了归纳和比较分析,主要包括分析计算法、模拟优化法和总量分解法。最后对总量控制研究亟须解决的问题进行了探讨。
The key content of water resources development and utilization total control is to select appropriate total control index system, compute the control threshold of each index, and work out feasible implementation scheme. The research method of water resources development and utilization total control is the method of defining index system and index value. On the basis of surveying extensive literature, the paper summarizes and compares some representative methods in current water resources development and utilization total control research, which are mainly the analysis and calculation method, the simulation and optimization method and the total decomposition method. Finally, the paper discusses the problems to be solved urgently in the total control research.
